I put one of these together myself recently. It's just a short perl
script that looks up all the words in its input in the CMU pronouncing
dictionary (at "http://www.speech.cs.cmu.edu/cgi-bin/cmudict") and
replaces the word with the phonetic spelling. It's an American
dictionary, so the results are not how I would say the words at all. (My
speech is very close to RP.)
Here is the result of running it on
"http://www.macchiato.com/main/aisle-bdellium-ctenoid". I had to add a
few words to the dictionary to make it work. The results for "llama" and
"von Braun" are what I would expect, but I guess not what the author of
the alphabet expected.
