The encoded character representation should be exactly what you have shown. If some rendering implementations do not currently support those combinations, that is a bug, nothing more.

How to correctly render the Visarga & Anusvara Dual Combinations like āṁḥ & vāṁḥ in Indic Scripts on Unicode ?
For Example in Devanagari:
<aa> + <candrabindhu> + <visarga> = आँः
