Is there any reason why U+A732 LATIN CAPITAL LETTER AA and other characters
in the Latin Extended-D block don't have decompositions like e.g. "<compat>
0041 0041"?
Also, is there a reason why U+64287 HEBREW LIGATURE YIDDISH YOD YOD PATAH
has a decomposition that doesn't start with "<compat>" while all of the
other non-Arabic ligatures do?
