What happened to proposal of Telugu nukta?

    says that TDIL proposed the Telugu sign nukta as long back as August 31,
    2004 (almost exactly 5 years ago).

    http://unicode.org/~emuller/iwg/ also contains a reference to this
    document. Is this IWG no longer active? It seems to be quite some time
    since this page was updated.

    So what happened to Telugu nukta?
