Just to offer a short answer, there is a Unicode FAQ entry for "What is the
definition of UTF-8? <http://www.unicode.org/faq/utf_bom.html#utf8-1>" with
pointers to the full spec and more discussion.

No need to rewrite the spec from scratch :-)
