I fully agree with what Asmus states on the encoding of localizable sentences.
However, just in case somebody has missed it: The Unicode Consortium doesn't deal only with the encoding of characters and their ordering &al., for which the Unicode Technical Committee (UTC) is responsible. In addition, it deals with localization issues and data, for which the Common Locale Data Repository Technical Committee (CLDRTC) is responsible.
