    In CSS, the page progression is derived from the writing mode, which,
    like the primary directionality of the document, must be specified by
    the page author. It is not derived from the the first character of the
    document or anything like that.

    The bi-orientational transformation must be specified, and is normative
    because it is required for the implementation to correctly set vertical
