The part of the picture you may not be seeing is all the characters that _did_ get encoded this week. Different national bodies voiced priorities, and those priorities were addressed first, and there was only so much time in the week. Of the documents you listed, only N4046 was discussed; one character was accepted, and some national bodies requested additional time to investigate the others.

Is it just me, or did a lot of proposals get shot down at the recent WG2 meeting? I can't find any traces of the characters from N3980, N4011, N4012, N4013R, N4030R, N4068, N4079, or N4089 in the meeting resolutions or Amendment 1 charts. I only see one character from N4046. Were all of these proposals really rejected? Or is there more to the picture that I can't see?

I guess this is more of a WG2 matter than a Unicode matter, but this is the only place I can think of to ask for information.
