Unicode, Inc. and The Unicode Consortium are two names for the same
thing. There's no difference.

Some localities have requirements for the legal name used in registering
an entity. If that legal name does not reflect the nature of the
organization, it's common to have a "DBA" name ("doing business as").

For Unicode, the name "The Unicode Consortium" clearly identifies the
type of organization, that's why Unicode, Inc. does its business under
that name.

Some localities have special registrations for membership organizations
like associations or societies, where the status is reflected in the
legal name. Seems that option was not available where Unicode, Inc. was
registered.
