This works on Windows 7 and in Office 2010. Here’s a screenshot:

Note that it works if you enter the sequence < 0932, 094d, 0901 > , but not < 0932, 0901, 094d >. (The rationale for that order is that virama is in a distribution class with vowel marks, and candrabindu should be entered after any vowel mark.)
