The vertical layout bopomofo in R. Ishida's blog is for the annotation (ruby),
but do you want to use vertical layout in bopomofo only text?
-- BTW, checking OpenType layout feature registry: http://www.microsoft.com/typography/otspec/features_pt.htm#ruby the ruby feature is described "only for Japanese".
