From what I have heard, the level-4 weights in allkeys.txt might go away.
ICU is certainly not using them, and Mark added a statement in the UCA 6.2
draft saying that they are an incomplete imitation of another mechanism.

The best would be for a Unicode member to submit a UTC/L2 document,
probably as a PDF. Otherwise use the online reporting form (plain text).
