Unicode 6.2.0 Beta Collation Tests

Are the collation tests meant to have been updated for the change in
the draft of Step 2.1 of the collation algorithm? I haven't changed
what I believe to be a UCA 6.1.0-compliant implementation, yet my code
now passes the 6.2.0 tests for both DUCET and CLDR root. (I understand
that the error in one of the UCA 6.1.0 tests has been reported on my
behalf.)

Is there supposed to be a test for compliance with the change? If not,
and the change to the text of Step 2.1 will not be reversed, one ought
to be added, perhaps based on a sequence <U+04D0 CYRILLIC CAPITAL
LETTER A WITH BREVE, U+0F73 TIBETAN VOWEL SIGN II>, which after the
change should collate before <U+04D0, U+0F72 TIBETAN VOWEL SIGN I>,
rather than after as now. (The change mechanism is that after the
change the discontiguous contraction for the components of U+04D0, will
prevent the contiguous contraction for the components of U+0F73.)
