The HTML5 drafts have it, but browser support is still limited. As

Code points 2066, 2067, and 2068 are unassigned. I presume you mean
U+202B RIGHT-TO-LEFT EMBEDDING (RLE) and U+202C POP DIRECTIONAL FORMATTING.
In principle, you can use those control characters in HTML. However,
last time I checked, this was not supported by most browsers (except IE).
