For N’Ko, this is not arguable.
I would like to point out (perhaps again) that in my Hawaiian, Samoan, and Tongan, editions of Alice’s Adventures in Wonderland, and in the forthcoming Hawaiian Hobbit, U+02BB has been drawn 133% taller, but of the same width, as U+2018. I believe this really must be considered good practice. In these novels, with “quotation marks ‘and nested quotation marks’,” making this distinction is really rather essential.
