Description of Issue:

The Unicode Collation Algorithm has been modified for certain certain edge cases (overlapping contractions), and to tighten the requirements for a well-formed collation element tables. The detailed descriptions of parametric tailoring options have been removed, and now refer to the corresponding section in LDML. That section in LDML now has additional explanations and definitions, and there is a detailed discussion of Case Level and Case First parameters.

In addition, there are quite a number of changes for clarity, including new definitions, additional examples, and some rearrangement of text. The associated CollationAuxiliary.html file in UCA/6.2.0/ now includes a description of the implicit fractional weight generation and the context syntax. The title of Section 1.6 has been changed to "Merging Sort Keys" to avoid confusion with other senses of 'interleaving', and the definition of collation grapheme clusters has been clarified by the additions of new clauses 4.1 and 4.2.
