Resolution:	The proposal will be adopted for Malayalam only, in Unicode 8.0.

Description of Issue:

This PRI deals with the specification of sequences to indicate a preference when multiple C2 Conjoining forms are possible. See the background document for details of the proposal. See also L2/04-279 (background document for PRI #37) for context regarding the current model of Indic conjoining behavior and ZWJ.

The UTC is seeking feedback on this proposal, regarding its advisability and potential impacts on implementations, as well as any suggestions for alternative approaches to the issues raised in the background document.
