I'm concerned that the UTR#36 update continues to recommend IRI -> URL translation by encoding the 'authority' part of a URI in punicode assuming it is a domain names, and how this would work for new URI schemes. Even for http: and ftp:, not all paths go through DNS. Also there is some evidence that in some cases, the domain name gets translated into %xx percent-hex-encoded-UTF8 rather than punicode by the processing pipeline. (Stats from Verisign).
