Description of Issue:
A Proposed Update of UAX #29, Unicode Text Segmentation for the Unicode 11.0 release is now available for public review and comment. This draft adjusts the language for rule constraints, and adds a proposal for a new WSegSpace property value, to be used to prevent breaking within sequences of horizontal whitespace characters. It also adjusts rules related to emoji, to use the Extended_Pictographic property based on UTS #51 data and simplify the rules, deprecating Glue_After_Zwj and E_Base_GAZ. Draft 6 adjusts the support for Indic consonant clusters by deferring to customization via CLDR. It also removes GB10 and WB14 and further simplifies the emoji values and rules, deprecating E_Base and E_Modifier.
