Opt Subject: UAX #45: Correct section 2.1
The final paragraph of section 2.1 of UAX #45 uses UTC-00118 as an example of character unsuitable for encoding. Not only does it turn out to have legitimate use, but the UTC actually submitted it to the IRG for encoding as part of WS 2017. It should therefore be removed as an example of unsuitability for encoding and something else, such as UTC-00326, substituted.

These comments reference the pre-release UAX #45 data file (USourceData-12.0.0d2.txt). References to UCV are from the UCS Ideograph Unifiable Component Variations List dated 2017-07-29. UTC-00634 (encoded in CJK ext A) and UTC-00447 (encoded in CJK ext B) should have status U, not A or B. UTC-00777 is a unifiable variant of U+6ECB (UCV 153) and has the same shape as CJK COMPATIBILITY IDEOGRAPH-FA99. IRG participants pointed out that the following three characters from UK-2015 were already encoded, and UK withdrew them.
