Title: report on IETF activities

I can report on the following activities in IETF

1. The iso-8859-15 charset has been registered with IANA

2. RFC 2482 on language tagging in plane 14 has been published.

3. A draft RFC on the charsets UTF-16, UTF-16LE and UTF-16BE
has been written. I have some concerns that this draft is intending
to define UTF-16 independently of IS 10646, such that IS 10646
is not the base of the definition (it is a standards track RFC).
Also it does not consistently use IS 10646 terminology.
