1) We think that there is still a need for an ORDERING (collating
sequence) Standard for 7-bit coded characters (for reference in X3.23).

2) Paragraph 1.2 still references ISO 646-1983. This is no longer
current and should NOT be referenced in any ANSI Standard.

3) The references to and the information provided for the characters
handled by ISO 646-1991, Paragraph 8.2 - are neither current nor
correct in ANSI X3.4-1986.

Compare - Paragraph 4.3, Table 7, Table B1, Paragraph B5

4) Paragraph B5.3 is particularly out-of-date and incorrect.
