The JTC 1 Directives allow SCs to delegate to WG the authority to decide to forward WD for CD registration. Also, they allow SCs to have so called "Combined ballot" for CD registration and CD consideration. In this ballot, NBs are asked to answer to two questions about one document. One is approval of the document for CD registration and the other is approval of document itself as CD. I did not intend to conduct separte two ballots, 3 months PDTR registration and another 3 month ballot for PDTR consideration. But, I was not sure as to which of the above the SC 2 Quebec meeting resolution meant. But from your message, now I think the second is the right. If you do not agree, please inform me. This is just a procedual matter, but I would appreciate your help.
