Randy Barry from Library of Congress:
Brought ISO TC46 character sets, developed for libraries (US MARC). Georgian, Armenian, and Cyrillic have been mapped to 10646 (by Everson). More work for other parts has to been done to find, which characters have no mapping and thus need coding in 10646. Strange naming method in TC46/WG1 - need to be adjusted to 10646 names.
Randy thinks that the implementations of TC46 character sets is somewhat loose. Randy asks for advise, how to add the 100+ characters which he thinks are still missing. A large set are mathematical symbols.
Some characters are more abbreviation signs of endings of Latin scripts. How to treat them is to be discussed. The library Latin-2 is from the British Library. For searches, abbreviations might need to be normalized. Also, there is a set of control characters (in the C1 space) that needs consideration. There are 15 of these and 6 of them are absolutely necessary.
In Unicode, there are "control characters" which are not in the C0 or C1 space, example are BIDI controls, and other such stuff. Soft controls can possibly be used for these requirements. Sorting control characters, inline annotations, etc.. are among the characters in question. In a meeting if TC46 in May 1998 the characters will be checked - hopefully will produce a list of needed ones.
There is a set of documents that need to be completed for adding characters to 10646.
British Library might want to come to the WG2 meeting in London and present odd cases. Some very specific discussion about characters in Cyrillic, that apper like Latin letters. Unification might create problems with sorting. Point to IS 14651 and its sorting method. Unification has advantages and disadvantages - a study of use might help in decision. Suignard: not only sorting, also for printing (fonts). Libraries have language information on record level, not on character level.
Politically: SC2/WG3 did not accept the responsibility to create character sets for libraries, particularly combining characters. TC46 took over, based on ISO 2022 and 7-bit characters. East Asian characters were never considered by TC46, now Unicode is a valid solution.
Plan: ask TC46 for comments to the WG2 papers on criteria for coding, and the principles and procedures document for submission of new characters including properties. Select the characters that can not be mapped to current Unicode and prepare submissions for Unicode/10646. Sometimes it will be necessary to investigate the need for justification.

Unicode will check the standards after the TC46 meeting in May (action Joan).
Unification of character coding between TC46 and SC2: various sources - NISO, LoC, JTC1. LoC is pretty much committed to Unicode - there is no ongoing work for TC46, mapping must be done to move the worldwide library community to ISO 10646. Deadline for the next edition of 10646 is September 1998 (for small, non controversial exceptions February 1999).
TC46 and Unicode might produce a non controversial proposal, and handle the other characters separately over time. Target date by July 1998 on agreed stuff.
TC46/WG1 meets in May and checks the mapping. The non found characters will come to Unicode/L2 and WG2 in 2 batches - controversial and non-controversial. Unicode, L2, and TC46 can propose non-controversial characters together, the controversial stuff will be handled separately. Unicode will provide mappings for the Greek meeting of TC46 before May 5.

Swedish comments to the CD 14651 ballot
Kent Karlson has done very thorough technical review and made suggestions: delete requirements for APIs, file formats, and add the requirement for correct handling of combining sequences. US position ought to be that the Unicode collation algorithm can be conformant with 14651. Total re-write would be against the POSIX and C agenda - not required.
Discussion of the Swedish comments to establish US position for the meeting in Dublin. Consensus reached on subjects to support, some where we have no strong position, and some where we disagree with Sweden. Ken will LEAD the discussion in Dublin.
