[84-M3] Motion: The UTC accepts the data file of mirrored characters as an informative file to be added to the Unicode Character Database with the file to be included in the Unicode 3.0.1 update. Incorporate the comments received during the meeting and have a final review by the editorial committee. [L2/00-236]WG2 - 10646 Part 1Moved by Mark Davis, seconded by V. S. Umamaheswaran
[84-M4] Motion: The UTC accepts two changes to UTR#9, The Bidirectional Algorithm, for sections 3.12 and 4.7, regarding higher level protocols and mirroring, to be included in Unicode 3.0.1 after final review by the editorial committee. [84-M5] Motion: The UTC accepts the code points and character names for new characters as documented in L2/00-255 as modified with the addition of THAANA LETTER NAA.Not a CharacterMoved by Ken Whistler, seconded by Mark Davis
11 for (unanimous)
[84-M6] Motion: Not a Character has the following characteristics:Internationalized Domain Names
- they are not to be publicly transmitted
- they can be deleted without an impact of the interpretation of the text
- they should be removed in normalization
- their presence may also indicate corrupted text.

[84-M8] Motion: Endorse the model for determining character acceptability as given in paper L2/00-215 and convene and ad hoc meeting to determine what will be the definition of the filtering and folding for Internationalized Domain Names. Note that [L2/00-217 is the requirements document.WG2 - 10646 Part 2Moved by Asmus Freytag, seconded by Sandra Martin O'Donnell

[84-M9] Motion: The UTC accepts the 527 CNS compatibility ideographs for encoding on Plane 2, starting at F800, following the encoding given in the FCD with the holes removed and closed up. [L2/00-169]Grapheme JoinerMoved by Mike Ksar, seconded by V.S. Umamaheswaran

[84-M10] Motion: The UTC accepts the COMBINING GRAPHEME JOINER with a suggested code point assignment of U+0363. The COMBINING GRAPHEME JOINER will be used to indicate that the adjacent character(s) are part of a single grapheme in terms of grapheme production. It will behave in general like a virama and for line breaking, it will behave like a glue character. It will be a combining mark with a canonical class of zero. The UTC discourages its use for graphical effects, such as for circled numbers. [L2/00-156]Variation SelectorMoved by Mark Davis, seconded by Tex Texin

1 abstain (Justsystem)
[84-M11] Motion: Change the previous approval of U+2063 VARIATION SELECTOR to amend the name to VARIATION SELECTOR 1 and the suggested encoding to U+FE00, and adjust the proposed encodings in the math symbols proposal accordingly.UTR#20 Unicode in Markup LanguagesMoved by Ken Whistler, seconded by Asmus Freytag

10 for (Unanimous)
[84-C2] Consensus: UTR#20: Unicode in XML and other Markup Languages will be updated with the math alphanumeric characters when they are added to the standard in V3.1. [L2/00-240, 250, 251, 271]Komi Cyrillic[84-M13] Motion: Assign the math alphanumeric characters in Plane 1 the general category property of Symbol Other. [L2/00-266]
Moved by Mark Davis, seconded by Lisa Moore
[84-M14] Motion: Assign the math alphanumeric characters in Plane 1 the general category property of Lu, Ll, Nd as appropriate, and give them compatibility equivalents using the <font> tag, consistent with the existing letterlike symbols. [L2/00-240, 250, 251, 271]1 for (Apple)

[84-M15] Motion: Add to the identifier syntax in V3.0.1 the following note: A useful set of characters to consider for exclusion from identifiers consists of all characters whose compatibility mappings have a <font> tag.8 for (Basis, HP, Justsystem, Microsoft, NCR, Progress, Sybase, Unisys)

[84-C3] Consensus: The UTC agrees in principle with adding new characters to support Komi Cyrillic, but thinks there needs to be further opportunity for review. The UTC also would like to see the three columns at 0500, 0510, and 0520 used for encoding additional Cyrillic characters. [L2/00-182]W3C Liaison Report
[84-M16] Motion: Communicate to the W3C that math alphanumerics encoded in Plane 1 can be used as data in markup languages; there is no consensus at UTC as to whether the math alphanumerics should be used in tags and attributes. Furthermore, NL, LS, and PS should all be treated the same as CR and LF in parsing documents.Script NamesMoved by Mark Davis, seconded by Ken Whistler
