L2/00-245 was proposed by Ken Whistler as the basis for extensive discussions in the meeting.  The resulting document, L2/00-245R, was agreed unanymously as the L2 comments to the JTC1 request.  Arnold sent it to NCITS on the morning of 8/10/2000.

Major changes as result of the discussions is that the direct participation of companies is not viewed favourably, but that consortia and academic groups are acceptable (with some control against stacking of consortia by single companies).  A rather radical suggestion would allow JTC1 to "endorse" consortia developed standards.

No contribution addresses the funding.

L2/00-245R will be part of the US contribution, compiled by David Thewliss.

Action plan expected from the ad-hoc committee that was formed when John Klensin and Rob Austein from the IETF discussed their requirements on August 10, 2000.  Define the specification, fast track the US standard to NCITS as a US standard, fast track to JTC1.  Unicode

10.4.       Hebrew/Aramaic

Arnold reports on the history of this effort and his meeting with Elaine Keown and Seth Jerchower.  We can expect a first submission by the next meeting.
