L2/04-330 Title: WG2 Consent Docket Date: August 3, 2004 Source: Ken Whistler Action: For Review and Approval by the UTC The following sections document all the additions and changes made by the WG2 meeting in Toronto, June 21-24, 2004, which require additional actions by the UTC to bring the decisions by the two committees back into synch. As far as possible, I have taken the ballot documents prepared for voting on Amendment 1 (FPDAM) and Amendment 2 (PDAM) as reflecting the situation to aim at for approval in this consent docket. If the characters, code points, and names in those ballot documents do not reflect the desire of the UTC, then suggestions for changes can be approved as ballot comments for the next round of voting. In any case, each item where there is a difference between the UTC approvals currently on record and the ballot documents is listed here, to help guide the discussion. The sections are organized by types of deltas, rather than by code points or scripts per se. In some instances, where there are large numbers of changes involved, as for wholesale modification of character names, the changes are described generically, and the details can be found in the draft for the ballot documents (WG2 N2832) or in the relevant proposal documents on record. ************************************************************** A. Character Name Changes The following characters were approved by the UTC with one name, but the name approved by WG2 differed in some way. 1. Miscellaneous Characters UTC: U+023D LATIN CAPITAL LETTER L WITH STROKE WG2: U+023D LATIN CAPITAL LETTER L WITH BAR (Note: L WITH STROKE was not a unique name.) UTC: U+0358 COMBINING RIGHT DOT ABOVE WG2: U+0358 COMBINING DOT ABOVE RIGHT UTC: U+05BA HEBREW POINT QAMATS FORM2 WG2: U+05BA HEBREW POINT QAMATS QATAN 2. Tifinagh Characters These Tifinagh character name changes are given schematically, to emphasize the significant part of the name changes approved by WG2. Following are the 12 name changes approved: U+2D32 ... SPIRANT YAB --> YABH U+2D34 ... SPIRANT YAG --> YAGGH U+2D35 ... ACADEMIE BERBERE YAJ --> KABYLE YAJ U+2D38 ... SPIRANT YAD --> YADH U+2D3A ... LABIOVELARISATION --> LABIALIZATION ************************************************************** B. Code Points Moved for Approved Script 1. Ethiopic Extensions The UTC approved the 116 character repertoire for Ethiopic extensions, to be encoded in a new block at 2DXX, as reflected in L2/04-143 and WG2 N2747. WG2 rearranged these characters, distributing 11 of them into the existing Ethiopic block 1200..127F, 26 into a new Ethiopic Supplement block 1280..129F, and 79 into a new Ethiopic Extended block 2D80..2DDF. See WG2 N2814 and WG2 N2832. This change also involved one character name change: UTC: U+2DXX ETHIOPIC ALTERNATE PARAGRAPH SEPARATOR WG2: U+1260 ETHIOPIC SECTION MARK 2. New Tai Lue The approved repertoire for Tai Lue was reordered by WG2, so many of the code points were shifted. See WG2 N2761 and WG2 N2832. Additionally, the UTC approved the encoding of the "Tai Lue" script in a Tai Lue block, U+1980..U+19DF. WG2 agreed to change the name of the script from "Tai Lue" to "New Tai Lue". The UTC needs to approve the change of the script and block names. In addition, this means a change in name of every approved character, e.g.: UTC: U+1980 TAI LUE LETTER HIGH QA WG2: U+1980 NEW TAI LUE LETTER HIGH QA ... and so on for each character. There were a few other individual name changes approved. The list of these changes is abbreviated here, to highlight the significant part of the names impacted: U+1989 ... CA --> TSA U+19BC ... A --> VOWEL SHORTENER U+19C1 ... EE --> E U+19C2 ... E --> AE U+19C3 ... OO --> O U+19C4 ... O --> OA U+19C9 ... OOY --> OY U+19CA ... OY --> OAY 3. CJK Additions for HKSCS and GB-18030 compatibility For U+31C0..U+31EF, WG2 added U+31C3 CJK BASIC STROKE XG-2 to the set of 15 approved by the UTC, and move the following 12 characters down one code point. For the CJK Unified Ideographs block, WG2 removed the basic stroke XG-2 from the set of 23 ideographs approved by the UTC at U+9FA6..U+9FBC, and moved some characters up by one code point to close the gap. ************************************************************** C. Miscellaneous Code Points Changed UTC: U+27C3 OPEN SUPERSET U+27C4 OPEN SUBSET WG2: U+27C3 OPEN SUBSET U+27C4 OPEN SUPERSET ************************************************************** D. New Scripts Added by WG2 U+07C0..U+07FA N'Ko script (43 characters for Amd 2) See L2/04-172 and WG2 N2765. Note that the N'Ko approval also involved addition of two generic bracket characters, abstracted from the particular N'Ko usage: U+2E1C LEFT LOW PARAPHRASE BRACKET U+2E1D RIGHT LOW PARAPHRASE BRACKET ************************************************************** E. Miscellaneous Character Additions 1. Korean Postal Mark U+327E CIRCLED HANGUL IEUNG U 2. 106 DPRK Compatibility Ideographs WG2 approved the addition of 106 DPRK compatibility ideographs at U+FA70..U+FAD9. These are the same set that has been on the table for consideration for some time, but at this point the UTC needs to decide on formal approval of this exact set. ************************************************************** F. Approved Script Postponed for Later Balloting The Phags-pa script was approved by the UTC for Unicode 4.1 and was under balloting for Amd 1 in 10646. The WG2 was unable to resolve all ballot issues satisfactorily, and in order to provide more time for the technical discussion to proceed, retargetted Phags-pa for Amd 2, where it will receive two more rounds of technical review. While no changes in repertoire, code points, or character names came out of the WG2 meeting in June, the UTC should go on record as approving Phags-pa for Unicode 5.0, instead of Unicode 4.1, in order to re-synch with the ballots. ************************************************************** G. Characters Approved by the UTC but *Not* Approved by WG2 The UTC approved the 18 Chinese counting rod numerals, at U+1D360..U+1D371. These were discussed by WG2, but not approved for balloting, pending further investigation by China. At this point, no action needs to be taken by the UTC for synchronization. However, the UTC should consider formally asking for the addition of these characters in its ballot comments on Amd 2, to ensure that the issue of synchronization for Unicode 5.0 is formally brought into the next WG2 meeting. .
