Subject: Additions to Indic Syllabic Category for Myanmar and Khmer

Based on feedback from Martin Hosken of SIL and Behdad Esfahbod, the
maintainer of HarfBuzz, I propose an assignment to the Indic Syllabic Category
of following characters for Unicode 9.0:

AA74..AA76    ; Consonant_Placeholder # Lo   [3] MYANMAR LOGOGRAM KHAMTI OAY..MYANMAR LOGOGRAM KHAMTI HM

17DD          ; Syllable_Modifier # Mn       KHMER SIGN ATTHACAN
