L2/16-276 Title: WG2 Consent Docket Author: Ken Whistler and Debbie Anderson Date: October 27, 2016 Action: For consideration by UTC WG2 #65 (and SC2) met in San Jose, California from September 26 to 30, 2016. During that meeting a number of recommendations were agreed to for the PDAM 1 of the 5th Edition. See WG2 N4772 for the full details of all the recommendations. As usual, in this consent docket, we summarize just the parts of the actions taken by WG2 which result in a different status between WG2 and the UTC regarding various character approvals. These are the differences where the UTC needs to make some decision regarding how to synchronize approvals (or to oppose a proposed change). Note that the pipeline page: http://www.unicode.org/alloc/Pipeline.html has already been updated to reflect changes in approvals by WG2, and to highlight differences from the current approvals by the UTC, so that page can be useful in following the discussion below on the individual issues. =========================================================================== DIS for the 5th Edition The DIS for the 5th Edition itself was still under ballot during the time of the WG2 meeting, so the ballot was not discussed and no results were available for disposition. However, the content of the 5th Edition will be the basis for the repertoire of Unicode 10.0. Note that some of the content of the DIS for the 5th edition was already accelerated into Unicode 9.0 -- mostly notably, the Newa script and the Adlam script, along with a collection of emoji symbols. The full listing of the additional repertoire in the DIS ballot can be seen in WG2 N4728 (= L2/16-170). [draft repertoire doc] To the best of our knowledge, there are not currently any consent docket issues relevant to the DIS for the 5th edition. The UTC approvals are in synch with what was issued for ballot. It is possible that some small changes may result from the disposition of comments on the DIS ballot, but any adjustments in repertoire that the UTC needs to make will have to wait until the editor of 10646 has completed that disposition. =========================================================================== Changes Related to PDAM 1.2 to the 5th Edition The PDAM 1 to the 5th Edition has gone for a second PDAM ballot. With regard to synchronization, Amendment 1 should mostly align with Unicode 11.0 (in 2018). Note that some parts of the PDAM 1.2 repertoire could be accelerated for publication into Unicode 10.0 (in 2016), although the risk involved in attempting to accelerate publication of such content at this point is significant. The full listing of the additional repertoire for PDAM 1.2 can be seen in WG2 N4770 = L2/16-298. [draft repertoire doc] Most of the additional repertoire in PDAM 1.2 has already been approved by the UTC, but there are several items which require some attention in this consent docket. A. Adjustments for 13 new astrological symbols All of the astrological symbols approved by the UTC are now in PDAM 1.2, and the name inconsistency issues have been ironed out. However, some of the code points were changed in the process, in an attempt to get the various additions lined up into a more coherent range. The following adjustments were made: A.1 4 Pluto symbols moved down one code point ("down" meaning lower code point value, not position in chart) 2BD4 --> 2BD3 PLUTO FORM TWO 2BD5 --> 2BD4 PLUTO FORM THREE 2BD6 --> 2BD5 PLUTO FORM FOUR 2BD7 --> 2BD6 PLUTO FORM FIVE A.2 2 symbols moved down several code points 2BE8 --> 2BD7 TRANSPLUTO 2BE9 --> 2BD8 PROSERPINA A.3 7 symbols moved down several code points 2BF0 --> 2BD9 ASTRAEA 2BF1 --> 2BDA HYGIEA 2BF2 --> 2BDB PHOLUS 2BF3 --> 2BDC NESSUS 2BF4 --> 2BDD WHITE MOON SELENA 2BF5 --> 2BDE BLACK DIAMOND ON CROSS 2BF6 --> 2BDF TRUE LIGHT MOON ARTA The net of these 3 moves was to put the 13 symbols in a contiguous range 2BD3..2BDF. Recommendation: Accept the code point changes for these 13 symbols. B. Half star symbols WG2 accepted the following four half star symbols: 2BE8 LEFT HALF BLACK STAR 2BE9 RIGHT HALF BLACK STAR 2BEA STAR WITH LEFT HALF BLACK 2BEB STAR WITH RIGHT HALF BLACK Note that these symbols have been discussed by the UTC, but have not been approved. The exact glyphs are in WG2 N4770 = L2/16-298. Recommendation: Accept these 4 symbols. C. Adjustments for Egyptian hieroglyphs format controls The two remaining format controls for Egyptian hieroglyphs are in PDAM 1.2, but their code points were moved, to account for the one which has been removed. Also the block has been renamed, to allow for a one column block dedicated to format controls. The following changes are of note: C.1 2 format controls moved down one code point 13431 --> 13430 EGYPTIAN HIEROGLYPH HORIZONTAL JOINER 13432 --> 13431 EGYPTIAN HIEROGLYPH VERTICAL JOINER C.2 Changes to blocks Old block: Egyptian Hieroglyphs Extended-A: 13430..143FF [Note, there is a typo in the end range in the current pipeline.] New blocks and range change: Egyptian Hieroglyphs Format Controls: 13430..1343F Egyptian Hieroglyphs Extended-A: 13440..143FF Recommendation: Accept the two code point changes, new block, and modified start range of the existing block. D. Khitan Small Script The Khitan Small Script has been added to PDAM 1.2, based largely on WG2 N4738, with some adjustments. This consists of 481 characters (without duplication for radicals) in the Khitan Small Script block: 18B00..18CFF, plus the following 3 additional characters in the same block: 18CFD KHITAN SMALL SCRIPT ITERATION MARK 18CFE KHITAN SMALL SCRIPT HORIZONTAL JOINER 18CFF KHITAN SMALL SCRIPT VERTICAL JOINER The exact repertoire and code points can be seen in WG2 N4770 = L2/16-298. (and WG2 N4771 = L2/16-271) Recommendation: Because the text model for the Khitan Small Script is still considered controversial by some of the participants in WG2, we recommend that the UTC discuss the text model further, but hold off for the moment on final approval of the full repertoire. That decision can wait until after the results of PDAM 1.2 are in, to better judge the degree of controversy and potential alternative approaches, if any. E. Hentaigana The large collection of hentaigana characters proposed by the Japanese NB were approved for inclusion in PDAM 1.2, with the following ranges and blocks: 1B002..1B0FF 254 hentaigana in the existing Kana Supplement block 1B100..1B11E 31 hentaigana in a new Kana Extended-A block: 1B100..1B12F The exact code points and names are in the revised hentaigana proposal document, WG2 N4732 = L2/16-188, as well as in N4770 = L2/16-298. This repertoire seems mature now, and is high priority for the Japanese NB, but there is a small wrinkle for the consent docket: the UTC long ago (in 2011) approved two other kana characters at 1B002..1B003 which are *not* part of this hentaigana set -- and which are also not yet under ballot. Recommendation: We suggest that the UTC go ahead and approve the entire hentaigana repertoire (and new block) at the ranges noted above. Secondly, we recommend that the following two old character approvals by the UTC simply be moved to the end of the new block for the moment, as a holding position for them: 1B002 --> 1B12E HIRAGANA LETTER SMALL KO 1B003 --> 1B12F KATAKANA LETTER SMALL KO F. Xiangqi (Chinese chess) game symbols WG2 accepted a set of 30 circled ideograph symbols used for Chinese chess notation. 1F270..1F28D 30 Xiangqi game symbols The exact code points and names approved are in WG2 N4770 = L2/16-298. (See also the revised list of code points in WG2 N4766 = L2/16-270.) Recommendation: Approve the 30 new Xiangzi game symbols, as in WG2 N4770 = L2/16-298. G. Standardized variation sequence changes for Mongolian Then Mongolian ad hoc report, WG2 N4769 (= L2/16-297), makes suggestions for some changes and/or additions to standardized variation sequences for Mongolian. These will be included in PDAM 1.2.
