Liang Hai illustrated Section C2 “Structural changes in the core spec presentation” by showing the new structure of Section 7.1 “Latin”, with a table at the beginning of the section instead of ranges in the subsection headings.
Peter Constable noted that some discussions can naturally span multiple blocks, and thus that tying the two together was limiting. Markus Scherer noted that we have been telling people that blocks are not useful, and that this is changing the core specification accordingly.
Ken Whistler noted that the historical reason for password protection of the core specification PDF, discussed in Section C3, was concern in the early days of Unicode, when the status and fundamental approach of the standard were still contentious, that people might distribute modified copies of The Unicode Standard purporting to be The Unicode Standard or an improvement thereof. As The Unicode Standard has been widely implemented, this concern has ceased to be relevant.
Robin Leroy noted that the change in the handling of NamesList.txt, discussed in Section C4, also facilitates its publication as part of the UCD.
Peter Constable pointed out that some feedback was formerly not part of any Public Review Issue, see, most recently, feedback listed directly under L2/26-005. A new process has been introduced whereby a generic Public Review Issue contains all feedback not otherwise associated with a PRI, in this case PRI #540 “Other Feedback for UTC #187”.

Jan Kučera asked whether the Editorial Working Group was considering signing the PDFs. Liang Hai replied that the Working Group considers signing valuable, but that it should not be a requirement for removing the password.

Robin Leroy noted that besides backward compatibility considerations in item 1.b of Section 1.1, the availability of versionless links is useful, as we encourage versionless references to The Unicode Standard.
Ned Holbrook asked whether it would be possible to link to specific pages or even specific entries of PDF charts, e.g., to show names list annotations in a more readable form than NamesList.txt lines. Ken Whistler stated that the next generation of the names list should address this need.
Regarding item 2 in Section 1, Peter Constable asked when changes were made to unicode.org/charts between Unicode versions. Ken Whistler replied that this had likely not been done since Unicode Version 5.0. Peter Constable asked whether we would still allow non-substantive technical changes.
Markus Scherer asked whether the versionless URLs would remain the same or be redirects. Liang Hai noted that /Public/latest/* always redirects to /Public/⟨latest version number⟩/*, this would be the same for charts. Liang Hai stated that unicode.org/charts/PDF/U⟨block start⟩.pdf would redirect either to /Public/latest/U⟨block start⟩.pdf or directly /Public/⟨latest version number⟩/U⟨block start⟩.pdf.
Asmus Freytag asked whether we would be archiving draft versions going forward. Liang Hai stated that there are no such plans. Ken Whistler argued against cluttering the succession of versioned charts with α and β snapshots. Markus Scherer concurred and noted that we do not keep snapshots of data files. Asmus Freytag noted that these drafts were the basis of the Public Review Issues and feedback which gets entered into the registry, and that there could therefore be value in archiving them.
As the report of the Charts Working Group does not include wording for a proposed decision, this issue will be revisited at a later time in the meeting once wording has been drafted.

Jan Kučera asked whether the proposed mechanism of a block for historical Bangla characters should be generalized to all Indic. Several participants replied that there was no need to do so at this time.

Discussion. The name expresses that this is an alternative way to write “bargiya BA”, i.e., “alternate /ba/”.

Peter Constable presented Section 4 of L2/26-102.
Ken Whistler noted that the index was originally part of the book; it was then moved online, but it was always conceived of as a book index. As the Standard itself becomes online, the existing form of the character names index is obsolete; instead a more familiar modern search tool would be appropriate.
Peter Constable noted that the character names index is informative. However, a data file which supports that index is part of the UCD; that data file becomes obsolete.
Asmus Freytag noted that it would be useful for searches for “lambda” to find characters named “lamda”, and vice versa. Peter Constable stated that such quality-of-implementation considerations on purely informative tooling are highly dependent on volunteer work, but could otherwise be addressed at any time with no need for UTC discussion.

Michel Suignard presented WG 2 N5356 and asked for guidance on the naming of (Small) Seal. Peter Constable clarified the timeline: CD 4 has already been circulated, and comments will come in in June. Any changes made on the basis of comments on CD 4 that contradict decisions made at this meeting could result in late-breaking Unicode changes at the July meeting (UTC #188). Ken Whistler noted that nobody is trying to change the character names, block names, nor script names, and stated that the titles of charts or sections in the core specifications can be changed to accommodate the comments.
Michel Suignard also noted the comment to add an annotation on the name of Tai Le (CN 13).

Mark Shoulson stated that his opinion had changed since writing the text cited. Peter Constable noted that the onus is on whoever wants to change encoding models to prove that the benefits outweigh the risks. Asmus Freytag added that the risks, and the amount of evidence required, go up with every year that characters have been encoded and used.

Ken Whistler suggested that all that was needed is to document which sequences are used in the Chinese standard. Roozbeh Pournader stated that it was not clear that deprecation would be the appropriate solution of the problematic sequences. Liang Hai clarified that the existence of these sequences is misleading to implementers, and cautioned against generalizing based on issues encountered in Mongolian. Asmus retorted that we do not want to be using different mechanisms to annotate the statuses of variation sequences for different cases.

Ken Whistler noted that as more data has been included in the α review, name changes made at the end of the α review create more churn than they used to. Michel Suignard stated that these were pretty easy from his standpoint. Markus Scherer pointed out that there are cross-checks as part of the tooling maintained by the rest of the PAG for UCD maintenance.

Peter Constable asked how the current count of FutureWS compared to the submission of WS2024. Ken Lunde replied that we had a little over 150 in WS2021 (now Extension J), and have a little under 250 in WS2024. Peter Constable asked whether Ken Lunde expected that this would lead submitters to engage with national bodies more. Ken Lunde stated that many submissions are forwarded to NBs already.
Roozbeh Pournader expressed concern that we were closing the door to submissions from people who have no access to National Bodies, even if this is temporary. Asmus Freytag asked why we should stop accepting submissions to UAX #45 now, when we have never done so. Ken Lunde replied that we are receiving an unusually high number of proposals, while NBs have become more open to submissions. Ken Lunde also made an analogy with the emoji intake process. Ken Lunde noted that no submitters to UAX #45 objected to the proposed approach.

Markus Scherer presented this document. Peter Constable noted that Ideographic Variation Sequences are registered, as opposed to assigned as a result of a UTC decision. Several participants agreed that the definition of the term “assigned” in this concept can clarify that.
Roozbeh Pournader asked whether the Mongolian variation sequences were Standardized Variation Sequences. Ken Whistler replied that this follows from the definitions, but that the definitions could potentially be revised to change that to mirror implementation practice.
Mark Davis noted that he thinks the language recommending that misplaced variation selectors be visible should be stronger, and that further recommendations should be presented to the UTC on tag characters.
Markus Scherer noted that earlier drafts with stronger and more specific language and broader scope failed to achieve consensus in the Properties and Algorithms Group in time for UTC #186, as many problematic edge cases arose.
Peter Constable noted that this discussion originated with an attempt at usage of variation selectors to encode metadata and a misunderstanding about the conformance of such usage, and that while there is a broader security issue with misplaced invisible characters, it is a separate issue. Mark Davis stated that this separate issue is highly important. Peter Constable agreed that the issue is important, but also that it is more complicated.

Ned Holbrook and Peter Constable mentioned several people reached out regarding a workshop in Phnom Penh, and that UTN #61, “Khmer encoding structure”, had been posted. While UTC participants were unable to attend, this Joint Working Group could be of interest to those interested in the Khmer encoding model.

Robin Leroy noted that making the older UTC documents available would be highly valuable for the day-to-day technical work of the Working Groups, and noted that the PAG report from the previous day cited several documents from 1999, including a scanned printout of a data file, L2/99-180. Ken Lunde asked that scanned UTC documents be uploaded to the UTC register, and noted that some of these may also be older IRG documents. Ken Whistler noted that he has a very extensive digital index of the document register.
Ned Holbrook presented document L2/26-104, and brought the changes to the table of “Expected Emoji Modifiers Display” to the attention of the UTC.
Ken Whistler clarified that we are archiving the older charts, but that the one giant PDF is hard to use; the retroactive archiving would be making these more usable, not introducing something new.
Roozbeh Pournader expressed concern that the older charts would show up in search results, possibly over the most recent versions. Roozbeh Pournader stated that keeping the files at the existing URLs from the standpoint of the users (e.g., by creating a symbolic link on the server), instead of making them a redirect, would help.

Ken Whistler stated that within the core specification, the box on the front page of the core specification, being meta-information about the standard, is the appropriate place to clarify the relationship between the Unicode Standard, the Unicode Consortium, and other standards published by the Unicode Consortium; and noted that the other appropriate place is the landing page.
Peter Constable expressed agreement, and noted that cross-references such as the ones in Appendix B are an anachronistic artefact of the days when The Unicode Standard was a book. Ken Whistler cautioned against including in the core specification any branding terminology based on the unqualified word “Unicode”, as opposed to “The Unicode Consortium”, “The Unicode Standard”, vel sim.

Jan Kučera summarized discussions in the Script Encoding Working Group, which had led to the suggestion of prototype support for scripts that are too unstable to be encodable in the form of software packages, for which there would be no stability guarantees. Jan Kučera asked whether a group should be created to investigate such questions.
Ken Whistler noted that for the past twenty years, people have run into the fact that OSes etc. do not allow for overriding properties of PUA characters and would ask UTC to set aside ranges of the Private Use Area with specific properties; UTC has understandably systematically rejected these requests, as they are antithetical to the nature of PUA. Ken Whistler suggested that people who know how rendering systems work should provide an API to override the properties of PUA code points. Jan Kučera noted that this is what he was suggesting.
Anushah Hossain suggested that this be pursued by SEI, or as a joint effort with SEI.
Peter Constable stated that all feedback had been covered at this meeting.
