Plural form for cardinal 11 in Macedonian (mk) is incorrect

Description

While working on a bug for Mozilla localization, it was reported that the current form for 11 (cardinal) is incorrect. Note that I'm not a native speaker of Macedonian.

According to CLDR, 11 should be treated as "one"

According to our localizers, it should be treated as "other".

Unfortunately the bug is a bit confusing, but relevant comments for this ticket are comment 7 and comment 9

P.S. I tried to find references for the Type and Phase fields in the ticket, but failed.

We need more verification. What helps for these is to look over the table on ​http://www.unicode.org/cldr/charts/latest/supplemental/language_plural_rules.html#mk and use that information to verify that the change is an improvement. That is, that a Macedonian user would never say the current values:

11 ден

and would always say instead the proposed values:

11 дена

Thanks, that's definitely helpful advice. I've asked to confirm explicitly the change in the bug, and got confirmation that:

Current CLDR: 11 ден incorrect

Suggested: 11 дена correct

We got other confirmation that this is the case, so will be changing the rules.

Note: changing both for i and f, so the new rule will be:

v = 0 and i % 10 = 1 and i % 100 != 11
or
f % 10 = 1 and f % 100 != 11


The latter affects fractions, so this will result in:
