Broken Japanese era data

Description

Japanese calendar era data contains illegal date for era 141 -

              ...
              <era type="140" start="1288-4-28"/>
              <era type="141" start="1293-8-55"/>
              <era type="142" start="1299-4-25"/>
              ...

"1293-8-55" should be modified to "1293-8-5".

Note: There is a separate discussion about calendar system for specifying date - Einin (era idx 141) started August 5th in Japanese lunar calendar - actual date in Julian calendar is 1293-9-6. If we use proleptic Gregorian calendar, the date would be shifted a few days.

Obviously, this data is converted from ICU data - ICU also has 1293-8-55!

In addition to this, the following problem explained in #11400

Start date of era 165 (Genchu) is 1384-4-28, but era 166 (Shitoku) is 1384-2-27, that is before era 165. This breaks an assumption that eras indexes are in the order of start date.

is a critical problem for ICU 63 / CLDR 34. The era 至徳 (Shitoku) is an era name used by the North Court and it should not be included when we want a single thread of Japanese eras. ICU need all era sorted in the order of start date, so start date of era 165 must be before start date of era 166.

The correct fix would be removing era(s) used by North Court (including a few others), but this change has a larger impacts in CLDR and ICU. For now, to support start date order consistency, I changed the start date of era 166 至徳 (Shitoku) one day before the next era 167 嘉慶 (Kakei).
