I'm not aware of any tool (application) that does this that's available
today.

In the short term, conversion tables for going between Unicode and most
of the Macintosh character sets are available at the Unicode FTP site, in:

<ftp://unicode.org//pub/UNIX/MAPPINGS/VENDORS/APPLE/>

A little further out, Apple has a component called the Text Encoding
Converter which is now shipping as part of Cyberdog 1.1. It will convert
between Unicode (including UCS-2, UTF-8, and UTF-7), the Mac script
systems (including runs of multiple scripts), and Internet standard
character sets. Though it's shipping, it's not yet publicly available to
developers. We are working on an SDK which we hope to make available Real
Soon Now, but I can't make any promises about when it will be available.
