Dear Jim,
I personally think that other C1 controls should work. The issue becomes
how to identify which set you are using since 10646 does not conform to
ISO/IEC 2022.

Has anyone considered whether other C1 control sets such as ISO 6630
can be used in positions starting at U+0080? I do not have a need to
include such control codes in a UCS string but others may.
