And lest we deep-end on philosophical discussions regarding
completeness of the mirrored character list, and why there
is some such behavior in Arabic but not in Hebrew, please
note that the proximate reason why U+060C, U+061B, and U+061F
are separately encoded in Unicode is because they were/are
separately encoded in ISO 8859-6.
