Word 97's HTML converter will read UTF-8, but not normal Word file
import. Word's standard file import will read UCS-2 files. In the
meantime, it's not all that hard to create a UTF-8 -> UCS-2 converter on
NT 4.0 using the MultiByteToWideChar API and using CP_UTF8 as the input
codepage.
