conformance and support

Is there a well-established taxonomy of "support" for Unicode in a given
programming language, OS, or application? I am aware of the discussion of
"conformance" in Chapter 3 of TUS, but it seems to indicate a position of
"either you conform, or you don't." Has there been any mention of "levels
of support" on the list recently, or is this a false recollection?
