I think the draft is pretty clear. The URL is:
Encode("URL-encoding", Encode("UTF-8", Decode("Modified UTF-7",
MailboxName)))
or conversely the mailbox name is:
Encode("Modified UTF-7", Decode("UTF-8", Decode("URL-encoding", URL)))
