We use our own (ITLPack) but don't sell it.

Alis Technology recently packaged something, called *Flores* that sound
like what you are looking for. However they don't say it's Unicode based
(but I don't see how they would do it otherwise).
It also include functions for code set and language dtection.

RogueWave *may* have something like that too (at least I've heard they
