Titlecase mappings for GREEK SYMBOLs

In UnicodeData 2.0.14, the following characters have an Uppercase
mapping but no Titlecase mapping:

        U+03D0 GREEK BETA SYMBOL
        U+03D1 GREEK THETA SYMBOL
        U+03D5 GREEK PHI SYMBOL
        U+03D6 GREEK PI SYMBOL
        U+03F0 GREEK KAPPA SYMBOL
        U+03F1 GREEK RHO SYMBOL

Taken literally, this means that when uppercasing, these characters are
mapped to the corresponding ordinary GREEK CAPITAL LETTERs, but
when titlecasing, they are left alone. Is this correct, or
just an oversight?
