The point about a MODIFIER LETTER is that it's alphabetic.
The CIRCUMFLEX ACCENT (^) is present for backward compatibility:
it's equivalent to a SPACE followed by a COMBINING CIRCUMFLEX ACCENT.
In any case it is a symbol, not a letter.
