Not your mapping tables. The character in ISO/IEC 8859-2 _is_ CAPITAL
LETTER S WITH CEDILLA. It shouldn't be, but it _is_.

You may wish to use conversion software to normalize text written in Latin
2 to _convert_ CAPITAL LETTER S WITH CEDILLA to CAPITAL LETTER S WITH COMMA
BELOW. This would enable texts to be properly encoded in the UCS, and to be
compatible with existing Romanian standards.
