The Hong Kong SAR is a member of the IRG and has been actively submitting
proposals for inclusion in the standard. I don't know the status of the
specific characters that Ken Lunde lists, but since they're in his book, I
can look them up in the current IRG proposal set and see if they're there.

One of the problems with characters like these is that the people who need
them and provide them as a part of fonts aren't necessarily hooked in with
the people making proposals to the IRG. In such cases, characters can slip
through the cracks.
