Persian characters not in the Unicode

Dear All,
In our effort, to develop a typesetting program to support all of the
scripts used in Iran, have noticed that there are Arabic characters not
yet in the Unicode. Examples include the SUBSCRIPT ALEF (compare with
U+0670) used when Persians quote Koran, and NOON WITH SMALL V, used in
Kurdish. I believe there should be two or three other ones, I should
examine further.

We are thinking about submitting them to the Technical Committee,
but I wanted to ask here if there is a list of submitted characters I
can look up before doing this.

I will also be thankful if anyone can help, for example by giving ideas
about how to write the submission.
