They do mention it all the time. It's an important part of the standard.

Everyone has agreed on that since about 1990, which is why the standard has
always supported Bidi.
See Technical Report #9 on the Unicode web site for the latest updates to
the Bidi algorithm.
Perhaps if you're interested in Unicode, you should buy the book, or at
least read the technical intro...
