Any chance of formally making that U-00000000 to U-0010FFFF
(instead of U-00FFFFFF), to officially align that recommendation
with the range of 10646 addressable by UTF-16 (= Unicode) and to
be addressable by UTF-32 (see Unicode Technical Report #19) and
agreed by WG2 as the range that all future 10646 character allocations
will be constrained to?
