They are "in the pipeline" and have been accepted by the UTC, but
that is not enough to make them part of the standard. All character
in the Unicode Standard, Version 3.0 are ones which have *also* made
it through all the international ballotting (or are about to, in
the next two months) for inclusion in ISO/IEC 10646-1, as part of
one or another amendment to that international standard.
U+20B0 GERMAN PENNY SYMBOL and U+20E4 ENCLOSING TRIANGLE are not yet
part of any ballotted amendment, so they are simply the first of many
characters that we expect to see in Unicode 4.0 sometime in the
future.
