Acceptable is what's acceptable to users. I've given you the answer as to
_how_ one has to redesign the other character if the design choice is
taken. This solution is necessary in italics in any case. In my personal
opinion, no, I don't want to see IPA without a hooktop-a.

ME: FUPA came up with the solution because they had the requirement
of writing in italics. IPA usually isn't written in italics. I
don't know if that's an answer, but....)
