Please excuse the naivety of my question, but with regard to these fantasy
scripts/languages, how is the decision made to include them in the Unicode
repertoire. By what criteria is a script eligible?

Someone was discussing Theban with me (used in Wicca). The questions I
posed was is it just a cypher for the Latin alphabet, and do witches
actually want to encode data with it in a public international standard, or
do they write it only by hand in their Books of Secrets. The proponant has
not yet got back to me on these points.
