Implementers don't do anything about this. If this is a "financial
application", they may allow you to change the behaviour. The default
is perhaps "-10%" like in English, because they don't know much about
Persian. If it is word processor, I think nothing should be done. The
characters should be displayed as they are typed, i.e., if there is a math
mode in the word processor, the user will enter them in the order he
wishes (entered LTR, and usually in English keyboard mode, only things
like digits, decimal separator, and percent sign change shape). If there
is not a separate math mode, Unicode bidi should take place.
